American Circular Textiles (AMCIRC) has welcomed eBay Inc. (Nasdaq: EBAY) as its newest coalition member. The group now includes more than 30 brands, resellers, recyclers, manufacturers, and other stakeholders. It works to accelerate textile circularity through advocacy, policy development, and education at the national and state levels. eBay, now entering its 30th year of recommerce, continues to help users extend product life cycles. The platform reduces waste and unlocks economic value. Its long-standing focus on resale aligns closely with AMCIRC’s mission.
Growth of the Secondhand Apparel Market
The secondhand apparel market is expanding rapidly. According to eBay’s 2025 Recommerce Report, more than half of consumers see preloved shopping as a way to express their personal style. To support this shift, eBay has strengthened its circular fashion strategy. The Circular Fashion Fund backs innovators working on repair, resale, and advanced recycling.
In 2025, eBay also became the official pre-loved partner of Condé Nast. As a result, eBay now serves as a key destination for branded secondhand fashion across major titles such as Vogue, GQ, Vanity Fair, Wired, Architectural Digest, Teen Vogue, and Glamour. This multi-year collaboration is helping accelerate mainstream adoption of preloved and circular fashion worldwide.

AMCIRC’s Policy and Market Development Efforts
Founded in 2022, AMCIRC serves as a national platform for circular fashion and textile policy. It brings industry leaders together to shape market development and legislative action. Recently, it has taken part in G7 circular design initiatives and supported the bipartisan Recommerce Caucus. The group has also advanced multi-state advocacy for Extended Producer Responsibility (EPR). In addition, AMCIRC has provided advisory input on the Americas Act, which could introduce the first federal incentives for circular fashion in the United States.
