PM MITRA Textile Parks to Boost India’s Manufacturing Ecosystem

The PM MITRA Scheme aims to create large, world-class integrated textile parks. These parks help India’s textile industry scale up, reduce logistics costs, and improve global competitiveness. The scheme follows the 5F vision — Farm to Fibre to Factory to Fashion to Foreign. It enables the development of a modern, fully integrated textile value chain at one location.

The Government approved seven PM MITRA Parks in Karnataka, Madhya Pradesh, Maharashtra, Tamil Nadu, Telangana, Uttar Pradesh, and Gujarat. The parks cover the entire textile value chain, including spinning, weaving, processing, printing, garment, and accessories manufacturing. They are expected to generate substantial employment.

The implementation models vary by state:

  • Government SPV led: Tamil Nadu and Madhya Pradesh

  • Public-Private Partnership (PPP) Master Developer led: Karnataka, Uttar Pradesh, Gujarat

  • State Implementing Agencies (SIA): Telangana, Maharashtra

So far, authorities conducted over 76 stakeholder meetings. They involved potential investors, state governments, park developers, EPC contractors, and other relevant parties to ensure thorough planning.

The scheme offers financial support to boost development and early operations:

  • Development Capital Support (DCS) covers 30% of project costs, up to ₹500 crore for Greenfield Parks and ₹200 crore for Brownfield Parks.

  • Competitive Incentive Support (CIS) provides up to ₹300 crore per park to encourage early manufacturing units, subject to scheme guidelines.

Furthermore, the Government promotes production through the Production Linked Incentive (PLI) Scheme for MMF Apparel, MMF Fabrics, and Technical Textiles. As of September 30, 2025, the PLI Textiles scheme achieved:

  • Investment: ₹7,731 crore

  • Employment: 30,838 jobs

  • Exports: ₹733 crore

  • Turnover: ₹7,290 crore
