Ministry of Textiles Launches District-Led Textile Transformation Initiative

The Ministry of Textiles has launched the District-Led Textiles Transformation (DLTT) initiative at the National Textile Ministers’ Conference in Guwahati, marking a major push toward inclusive, sustainable, and export-driven growth in India’s textile sector.

The DLTT programme follows a sector-focused, district-level strategy to develop 100 high-potential districts as Global Export Champions, while enabling 100 Aspirational Districts to emerge as self-reliant textile hubs. By decentralising implementation and aligning policies with local strengths, the initiative aims to build competitive textile ecosystems rooted in regional capabilities.

To support this approach, the Ministry conducted a detailed, data-driven assessment of districts nationwide. It evaluated districts based on export performance, MSME ecosystem strength, and workforce availability. Based on these parameters, districts were classified as Champion Districts or Aspirational Districts, each supported through tailored intervention frameworks.

Champion Districts will address advanced growth challenges through measures such as upgrading Common Facility Centres into Mega CFCs, adopting Industry 4.0 technologies, and strengthening direct export market access to boost global competitiveness.

Aspirational Districts will focus on building foundational capabilities. Planned initiatives include skill development and certification, establishment of Raw Material Banks, and promotion of micro-enterprises through Self-Help Groups and cooperatives to enhance employment and formalisation.

The programme places strong emphasis on Purvodaya convergence, with targeted support for eastern and northeastern regions. These areas will receive focused interventions for tribal belt development, improved connectivity, and Geographical Indication tagging to help region-specific textiles and handicrafts access premium global markets while preserving cultural heritage.

By enabling convergence between central and state governments and fostering collaboration with industry and academic institutions, the DLTT initiative seeks to strengthen textile clusters and replicate successful district models nationwide. The Ministry expects the programme to significantly boost exports, create employment, and reinforce India’s position as a resilient and globally competitive textile manufacturing hub.
