February 2026 Textiles Observer Highlights Circularity & Policy

The February 2026 edition of the Textiles Observer, published by the International Cotton Advisory Committee (ICAC), is now available. The 56-page issue explores critical themes shaping the global textile sector, including circularity, measurement integrity, and investment-aligned policy frameworks.

The issue opens with an editorial by Kanwar Usman, Head of Textiles at ICAC and Editor of Textiles Observer, who underscores the need for policy coherence, investment readiness, and measurable system performance. The editorial also outlines ICAC’s expanding engagement in textiles, including preparations for the first Global Cotton and Textiles Investment Summit to be hosted by the Government of Uzbekistan in November 2026, and previews textiles-focused sessions at the 83rd ICAC Plenary Meeting in March 2026.

Two in-depth technical articles anchor the issue. One examines the role of CSITC Round Trials in strengthening global confidence in cotton fibre measurement through standardised instrument testing. The second presents a systems-level analysis of circularity in textiles, positioning it as a structural redesign of the textile economy rather than a downstream waste solution. Together, the articles reinforce ICAC’s emphasis on enforceable standards, credible data systems, and investment-ready textile ecosystems.
