Shenzhen Boosts E-Commerce Exports with New Model

Shenzhen has introduced a new ‘inspect first, load later’ customs model to streamline cross-border e-commerce exports, significantly improving efficiency and reducing costs.

The initiative has already demonstrated strong results, cutting customs clearance time by over 50% and lowering overall business costs by more than 30% on its first day of operation. The first shipment processed under the system was cleared and dispatched overseas within the same day.

Under this revised approach, individual parcels are inspected and cleared at a supervised site before being consolidated into containers. This marks a shift from the earlier process, where delays in a single package could hold up an entire shipment.

The facility leverages advanced technologies such as digital twin systems, smart gates, and code-based traceability. Each shipment is assigned a secure digital identity, ensuring end-to-end visibility across the supply chain. Automation features including smart shelving, sorting systems, and inspection robots further enhance operational efficiency.

As one of China’s leading export hubs, Shenzhen continues to dominate the cross-border e-commerce sector. The city has ranked first in transaction volumes among major Chinese cities for four consecutive years and hosts 16 of the world’s top 20 e-commerce platforms, accounting for a significant share of the country’s listed cross-border e-commerce companies.
