BIR urges transparency and evidence-based policymaking for EU’s upcoming aluminium export rules
Concerns Over New EU Trade Measure
The Bureau of International Recycling (BIR) has raised concerns after the recent announcement by European Commission Executive Vice-President for Trade, Maroš Šefčovič. The Commission has begun preparing a new trade measure targeting recycled aluminium exports from the EU. A formal proposal is expected in spring 2026.
The Commission claims the initiative will help address “aluminium scrap leakage” and secure competitively priced access to this key material. However, data from the Commission’s own monitoring system shows no evidence of such leakage. Current figures do not support the narrative, which could influence policy in the wrong direction.
Importance of Recycled Aluminium
BIR appreciates that the EU recognises recycled aluminium as a strategic material. It plays a major role in Europe’s circular economy and decarbonisation goals. The recycling industry ensures consistent availability of high-quality recycled material. It also depends on open, predictable and fair global market access.
Key Principles for Any Policy
BIR urges the Commission to ensure that any new trade measure remains:
-
Evidence-based: built on real market data, not assumptions.
-
Proportionate: avoiding harm to recyclers and downstream industries.
-
Balanced: reflecting the interests of all market participants.
-
Globally coherent: maintaining recycling flows that rely on Europe’s surplus material.
BIR’s Ongoing Commitment
BIR asks the European Commission to honour its commitment to consider all stakeholders as the initiative progresses. The organisation will continue to advocate for the recycling sector and support its members. It will also participate in the public consultation and call for evidence later this year.
BIR remains ready to share its expertise and global market insights. Its goal is to help ensure that any future measure strengthens the circular economy and supports the wider recycling ecosystem.
