The Retailers Association of India (RAI) welcomed Maharashtra’s decision to allow all shops and establishments, except liquor outlets, to operate 24×7. The government also stated that employees must get one weekly 24-hour holiday.
RAI’s Response to the Decision
Kumar Rajagopalan, CEO of RAI, said, “We, at RAI, have been advocating for this for a long time. We appreciate the Government’s move to help consumers shop when they want and allow retailers to serve at all times. This step will create 5–10% more jobs while offering flexibility and convenience to customers.”
Benefits for Retailers and Consumers
The announcement reflects the intent of the Maharashtra Shops and Establishments Act, 2017. It also removes challenges caused by inconsistent local enforcement.
The move will likely boost festive shopping by giving customers more choice and flexibility in timing. Longer operating hours not only help consumers but also strengthen retail’s role in job creation and state economic growth.
Clarification on 24×7 Operations
The 2017 Act already authorized round-the-clock operations. However, local police often asked shops to close at midnight. RAI raised this issue, after which the state government clarified that businesses—except liquor outlets—can operate 24×7 if employees get one weekly holiday.
RAI’s Ongoing Advocacy
RAI continues to work with state governments to improve the Ease of Doing Business. It has consistently urged departments to adopt the State Retail Trade Policy and allow 24×7 retail operations. These efforts aim to support retailers while offering better convenience to customers.
